Article 1, Section 8, Clause 4 of our United States Constitution authorizes Congress to enact “Uniform Laws on the subject of Bankruptcies throughout the United States.”
It provides that Congress shall enact bankruptcy laws to allow Americans to exercise their bankruptcy rights.
