WASHINGTON — Four days after it launched, the popular cash-for-clunkers program has burned through its $950-million budget, sending the Obama administration scrambling to find additional money tonight and avoid a shutdown of the program.

The Obama administration is telling lawmakers that just a week after it took effect, its $1 billion “cash-for-clunkers” program is already running out of money and will be suspended Thursday night, according to three Senate aides familiar with the discussions.
